Comment: you need to consider character encodings as well..  I'd like
to refer you to the FreeBSD DOcumentation Project, which recently
re-organised its archives (at considerable pain) to cope with multiple
languages, countries and encodings.  Nik Clayton wrote a very helpful
post describing it all, which you can find at

It'd be silly not to learn from their experience.
